Russia will maintain consular records of citizens living abroad

The Government of the Russian Federation has approved an action plan for the implementation in the next two years of the Concept of the State Migration Policy of the Russian Federation for 2019 - 2025.

It provides, in particular, for the introduction of mandatory consular registration of Russian citizens living abroad. As follows from the document, as a result of the implementation of this point of the plan, the concept of “citizen permanently residing outside the Russian Federation” will be defined, as well as the legal status of this category of citizens will be specified. Implementation deadline: June 20, 2025

As reported in the Telegram channel of the Consular Department of the Russian Ministry of Foreign Affairs, the current rules for maintaining consular registration of Russian citizens by diplomatic missions and consular offices were approved back in 2011. The document enshrined the approaches to consular registration that had actually developed since the 1990s: they amounted to consular officers recording basic personal data (full name, contact information, information about relatives) at the request of the citizens themselves. The time has come to rethink consular registration and adapt it to the needs of modern socio-economic and demographic development of the Russian Federation (Order of the Government of the Russian Federation of January 16, 2024 No. 30-r).

In addition, the approved action plan also includes:
· creating a digital profile of a foreign citizen;
· conducting an experiment, including testing the collection of biometric data of foreign citizens at checkpoints across the state border of the Russian Federation at airports in the Moscow air transport hub; testing the process of authentication of foreign citizens at checkpoints across the state border of the Russian Federation using biometric personal data located in the EBS; issuing a foreign citizen card at the Multifunctional Migration Center in Moscow, conducting state genomic registration and voice recording of foreign citizens;
· development of mechanisms for identifying and blocking resources on the Internet containing proposals for the provision of illegal services in the field of migration and the sale of counterfeit (forged) documents;
· maintaining constant operational comprehensive monitoring of the migration situation in relation to foreign citizens and its impact on the socio-economic development and national security of the Russian Federation;
· conducting public opinion research on migration processes in Russia;
· creation of a relocation mechanism as part of a program to assist the relocation of business of foreign citizens living abroad to the Russian Federation. The result of this event should be the creation of a legal basis for providing assistance to foreign citizens wishing to carry out business activities on the territory of the Russian Federation in moving to Russia, moving business assets or organizing business processes,
· a number of other events.
